If someone already knows english do they need to take the TOEFL test to be certified?
I know english (i’m currently living in a foreign country) is really fluent in reading, writing, speaking, etc, but from what i read i have to take the TOEFL test, it’s that so? or they’ll simply see that just dont need it

The TOEFL test is required for anyone whose native language is not English. It doesn’t matter how well you know English. However if you have studied in an English speaking country or institution, you can ask for a waiver, if your credentials show that English was the medium of study;

the above answer is correct. If the school certifies that English was the language of instruction.
The other option is to come to the US and take a General Education Diploma test (the equivalent of a high school diploma). That test is all in English, but is easier than the TOEFL.
