TOEFL ibt Test

I know english (i’m currently living in a foreign country) is really fluent in reading, writing, speaking, etc, but from what i read i have to take the TOEFL test, it’s that so? or they’ll simply see that just dont need it
&& of coursee my native language it’s not english, forgot to mention that.
what if i take the GED and what I have learned is not equivalent on what’s on the test?

If I got about a 600 on the SAT reading and the SAT writing what would I get on the TOEFL?

I am about to write an exemption letter but since it will be the first time writing one, can someone help me with it?

It’s an exemption letter for the TOEFL exam, it’s to explain to my College: being from a country that English is its official language and speaking it all my life I would like to be exempt from the test. Also because the test date is after the registration date. But mostly for the first cause.
